It can be said unequivocally that the actions of persons refusing adult citizens in the purchase of strong alcoholic beverages are illegal. The fact is that the conditions for the retail sale of alcoholic beverages are established by Federal Law No. 171-FZ of November 22, 2005 “On state regulation of the production and turnover of ethyl alcohol, alcoholic and alcohol-containing products” (hereinafter referred to as the Law). According to paragraph 2 of Art. 16 of the Law does not allow retail sales of alcoholic beverages to minors.
